This is the first reference to the posts of supervisor and police in Clarksdale & Coahoma County A History by Linton Weeks:
Bands of highwaymen–such as John Murrell’s Mystic Brotherhood–watched like buzzards over the road between Memphis and Vicksburg. According to legend, one member of Murrell’s Gang was Port Royal resident Hugh Tally. Tally was a model citizen–intelligent, dashing, brash, and “as fastidious in his dress as Beau Brummel.” He was also a master counterfeiter and a river pirate. Elected as a supervisor from the county’s fifth district and president of the Board of Police, Tally was too smart for his own good. He was eventually discovered and his neighbors laid a trap for him.
A storeboat was hired to put in at Friars Point landing in the early 1840’s. All types of dry goods were sold from the deck. And if counterfeit money was used in the purchase, the customer was invited back on board for complimentary cocktails, and swiftly tossed in the brig. Fifteen counterfeiters were treated to the gin and jail, the the boat set sail. One by one the scoundrels were shoved overboard to drown in the Mississippi’s muddy waters, Tally included.

We confess our sins of deceit, greed, gluttony, lust for power, and vanity. We acknowledge that we have turned a blind eye to the poor and weak.

I do not know if the offices of supervisor and police were cursed by the wicked actions of Hugh Tally. We confess the sins of our Delta forefathers, especially Hugh Tally. We confess the sins of theft, counterfeiting, vanity, and piracy. We confess that we have offended You and given Satan a foothold in our communities through our iniquities.
Christ, have mercy.
We ask forgiveness and claim the Blood of the Lamb over the offices of supervisor and police in Coahoma County.
Lord, have mercy. Amen.
